My Bio

Tynley Bean is a common-sense leader running for Utah House District 29 to bring accountability back to the Capitol. With a professional background as an educator, small business owner, and a speech and debate adjudicator, Tynley has spent her career teaching the value of civil discourse and evidence-based arguments.


As a candidate for the Forward Party, Tynley is championing electoral reform and government transparency. Her platform is built on three simple promises: to communicate openly with her constituents, to collaborate across the aisle to find solutions, and to lead with the character the people of Utah expect from their representatives. Basically, she's going to be a decent human who talks to people and gets things done.

Electoral Reform

Right now, many of us feel forced into a 'lesser of two evils' strategy—choosing a candidate not because we believe in them, but because we’re afraid of 'throwing our vote away.' I believe a vote is too valuable to be used as a defensive tool. By moving to Ranked Choice Voting, we return integrity to the ballot box. It allows you to vote your conscience first, without the risk of being a 'spoiler.' It ensures our elections reflect what we actually want, rather than just what we’re afraid of. You should never have to compromise your principles to be a practical voter.

Housing

The "American Dream" is failing our youth. When a first-time home is out of reach, ambition fades. We are seeing a "Hope Gap" where young Utahns stop working toward a future they can't afford to own. This isn't just an economic crisis—it’s a civic one. Homeowners are invested stakeholders; when our kids are priced out, our community loses its heartbeat. As your Representative, I will fight to: Prioritize Starter Homes: Shift incentives away from luxury estates and toward "middle-tier" housing—cottages and townhomes—that allow young families to build equity. Protect Neighborhood Sovereignty: Stop state-level mandates that favor out-of-state developers over local infrastructure and water limits. Empower First-Time Buyers: Expand direct-to-family down payment assistance so the next generation can buy into our community’s future. When our youth have a path to a home, they have a reason to stay, a reason to work, and a reason to vote.

Environment

The Great Salt Lake is at a tipping point. For too long, our state’s strategy has been to pray for a heavy winter while continuing to approve water-intensive developments and industrial expansions. This isn't just an environmental issue—it is a public health and economic emergency. As the lake recedes, it exposes a lakebed laced with natural arsenic. Windstorms already carry this toxic dust into our communities, threatening our air quality and the long-term health of our children. A dried-up lake doesn't just kill brine shrimp; it threatens our $2 billion ski industry by reducing "lake-effect" snow and could cause a multi-billion dollar devaluation of real estate. My "Forward" Plan for Stewardship: Mandatory Transparency: I support current 2026 legislation (like HB 79) to force data centers and large industries to publicly disclose their water consumption. We can’t manage what we don’t measure. Aggressive Water Leasing: I will fight for sustained funding to lease water from agricultural holders during dry years, ensuring that water actually reaches the lake rather than being diverted for unsustainable growth. Infrastructure over Ideology: Saving the lake will cost between $2–$10 billion. I will advocate for a bipartisan federal-state partnership that treats lake restoration as a critical infrastructure project—on par with our highways and power grid.

Education

Education isn’t just about funding; it’s about accountability, respect, and foresight. In District 29, we are seeing rapid growth, and our schools need a representative who understands that "doing things the way we’ve always done them" isn't enough for our students. As your representative, I will champion an education policy built on four pillars: Smart Growth and Infrastructure: I strongly support initiatives like the High Growth District Grant Program. We must empower districts like Tooele to proactively purchase land for future schools and expand transportation before land prices skyrocket, ensuring our infrastructure keeps pace with our community’s growth. Empowering Educators: Improving teacher retention goes beyond the paycheck. While I will fight for increases to the Weighted Pupil Unit (WPU) above inflation, I know our teachers also need a culture of respect and support from administration and parents. We must also provide targeted bonuses for those serving in high-need schools. High Expectations for Every Student: Money alone doesn't fix failing districts; high expectations do. I am committed to legislative oversight that prevents administrative bloat and ensures that resources reach the classroom to support merit-based programs, from the arts and theater to technical education and concurrent enrollment. Expanding Opportunities: Whether it’s supporting our vibrant performing arts programs or exploring technical pathways through Tooele Tech, I believe in a diverse educational landscape that prepares our children for the real world—not just a standardized test. Utah’s future is sitting in our classrooms today. Let’s move Forward by giving them the resources and the standards they deserve.

Traffic

I will champion a three-tiered transportation strategy: Smart Intersections: We need to upgrade our intersections with AI-driven, adaptive signal technology. By using real-time traffic sensing, our intersections can adjust timing on the fly to clear bottlenecks before they start, reducing idling time and keeping our main arteries flowing. Expanding Micro-Transit: I will push to expand this "micro-transit" fleet so that every resident has a reliable, app-based connection to local hubs, shopping, and commuter lines without needing to bring another car onto the road. The Bridge to Mass Transit: We must stop treating mass transit as a "someday" dream and start building the foundation today. I will fight for the preservation of transit corridors along our highways now—before development makes it impossible—ensuring that as our population reaches the necessary density, the path for high-capacity rail or rapid bus lines to Salt Lake is already cleared and ready.

Data-Driven Accountability

The Concept: Mandatory Impact Audits The Problem: Currently, the Utah Legislature passes hundreds of bills every year based on "best guesses." We pay the bill, but we rarely check the receipts. Programs continue to receive funding year after year without anyone proving they actually work for the people of House District 29. The Solution: I am proposing a Mandatory Impact Audit policy. This isn't just another government report; it’s a "Look-Back Guarantee" for your tax dollars. How It Works (The 3-Year Rule) The Trigger: Any new legislation with a fiscal impact over $5 Million is automatically flagged for review. The Goal-Setting: On Day 1, the bill must state exactly what "success" looks like (e.g., "Reduce I-80 congestion by 10%" or "Lower prescription costs for seniors by 15%"). The Audit: Exactly three years later, the Legislative Auditor General performs an independent "Impact Audit" to compare the original promises with the actual data. The Sunset Clause: If the audit shows the program failed to meet its targets, the funding is automatically paused (sunsetted). The Legislature must then hold a public vote to either fix the program or cancel it entirely. The state’s proposal for a Nuclear Lifecycle Innovation Campus in the Tooele West Desert is a "once-in-a-century" economic event. If Tooele is going to host the nation’s advanced nuclear research and recycling, our district deserves world-class infrastructure to support it. The "Energy Corridor" Opportunity The proposed campus will sit on thousands of acres west of the Great Salt Lake. As your representative, I will ensure this project isn't an "island in the desert" but an engine that upgrades the services we use every day. Rail & Transit Integration: Governor Cox has noted that "rail access" is a primary reason Tooele was chosen. I will fight to leverage these federal rail investments to accelerate our Regional Rail Spokes, connecting Tooele and Grantsville to the Salt Lake hub for passengers, not just freight. Grid Modernization: To support advanced reactors and nuclear-powered data centers, the state will be upgrading high-voltage transmission lines. I will advocate for these upgrades to include local grid resilience, ensuring our rural communities have the most stable and affordable power in the country. Water Innovation: This campus focuses on water-efficient technologies. By hosting this research, Tooele can lead the way in water conservation infrastructure that protects our local aquifers and supports the restoration of the Great Salt Lake. Highway Safety & Capacity: With 10,000+ new jobs expected, the pressure on I-80 and SR-36 will be immense. My "Impact Audit" policy will be critical here: we must ensure that the tax revenue from this $50B project is legally earmarked for the road and safety upgrades needed in Lake Point, Stansbury, and Erda before the traffic arrives. My Commitment: No Shortcuts on Safety or Funding I support the Innovation Campus because it brings high-paying, stable careers that will allow our kids to stay and raise families in Tooele. However, my support is conditional on Accountability: Safety First: I will advocate for the strictest independent oversight of fuel recycling and waste management. Infrastructure Receipts: I will ensure the "Tooele Energy Corridor" isn't used as a cash cow for the Wasatch Front. The wealth generated here must stay here to fix our roads and schools.

The "Adaptive Reuse" Tax Rebate (Housing)

Instead of just building new sprawling subdivisions on agricultural land, this bill targets existing structures. The Idea: Provide tax rebates to developers who convert vacant or underutilized commercial buildings into affordable residential units. The Angle: It revitalizes old "Main Street" areas and creates housing without eating up more open space.

Smart Intersection Funding (Traffic)
